Guidelines for Relationships Between AEHC and
ACES
Since its formal
organization in 1912, the Arkansas Extension Homemakers Council (AEHC) has had a
close relationship to the Cooperative Extension Service, University of Arkansas
(UACES). This relationship exists between the Extension Service and The Council
on two levels: (1) the Executive Committee of AEHC and Associate Director -
Family, Youth and 4‑H Education serving as Advisor to AEHC; and (2) the County
Council and the County Extension Agent - Family and Consumer Sciences.
Through
programming on both of these levels, county agents provide educational programs
to individuals and groups in each county.
Purpose of Guidelines
These guidelines
are to clarify the appropriate roles and working relationships between UACES and
AEHC. The guidelines are expected to set the framework for continuing mutually
beneficial interaction between UACES and The Council on state and county levels.
Nature of the
Organizations
AEHC is a
nonprofit, volunteer organization of about 8,000 people who participate in
organized UACES educational programs. Its membership, which is open to all
people without regard to race, age, color, religion, sex, handicap, or national
origin, is drawn from UACES educational programs. County Councils represent AEHC
interests at the county level. County Councils are members of the State Council.
Its Bylaws
declare that The Council is an educational organization that encourages adult
education in family and consumer sciences through UACES and cooperates in
promoting other educational programs whose purpose is the development and
improvement of home and community.
The Council is a
unique organization in that its members extend the information they receive from UACES and other reliable sources to its membership and to others in the
community. Educational outreach is an important role for all members.
UACES was
authorized by federal legislation in 1914 which established the formal
partnership between the U.S. Department of Agriculture, state governments, and
county governments for the conduct of Cooperative Extension Service education.
The University of Arkansas is the Land-Grant University for Arkansas. UACES
provides education and information based on timely research to help Arkansas to
improve the quality of life.
Mutual Support
AEHC is a vital
partner of the UACES program. UACES is committed to support AEHC by providing
educational programs and leadership development opportunities for its members.
Both AEHC and UACES combine the strength of volunteer leadership with the knowledge and
technology of science and education. UACES is a tax-supported education agency.
AEHC is financed by membership dues and operates as an independent, nonprofit
educational organization. UACES employs professional educators who enlist
volunteers to extend education to others. AEHC enlists the help of volunteer
leaders to maintain The Council and extend education to others.
The important
day-to-day contact between UACES and The Council takes place at the county level
between Extension Agents - Family and Consumer Sciences and County Councils.
These guidelines are intended to clarify and strengthen these relations. For
ease of understanding, the guidelines have been divided into sections dealing
with general organizational maintenance and membership, leadership and public
policy, program planning, and communications.
